The City of Oxford, (Owner) is requesting Bids for the construction of the following Project:
OXFORD SQUARE DOWNTOWN DETENTION PROJECT MDEQ AGREEMENT NO. 172-2-SW-5.6
The Project includes the following Work: Base Bid Scope of Work will consist of installation of an underground detention system underneath the parking lot surrounded by Harrison Avenue, South 11th Street, and Tyler Avenue. Items or Work in the Base Bid also include, but is not limited to, reconstruction of the parking lot, drainage improvements, street reconstruction of Harrison Avenue, South 11th Street, and Tyler Avenue. Additive Alternate Scope of Work will consist of construction of a dumpster enclosure and raised platforms on the rears of four businesses on the north side of Harrison Avenue.
Sealed or electronic bids for the construction of Oxford Square Downtown Detention Project will be received by the City of Oxford, in the office of the City Clerk, City Hall, 107 Courthouse Square, Oxford, Mississippi 38655, until 10:00 A.M. local time on the 15th day of May, 2024, and shortly thereafter publicly opened and read.
Bids are requested for a single prime contract. The award, if made, will be made to the lowest qualified bidder for the Base Bid.
Obtaining the Bidding Documents
Contract Documents are available in paper or digital format. Bid documents are non-refundable and must be purchased through the website. Bids may be submitted in either sealed paper format or electronically. Bid security in the amount of five (5) percent of the bid must accompany each bid in accordance with the Instructions to Bidders in the Project Manual.
Bidders are hereby notified that any proposal accompanied by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid, and such proposals will not be considered in making the award. The City of Oxford reserves the right to waive any irregularities and to reject any and all bids if considered not in the best interest of the City of Oxford, Mississippi.

ARPA Provisions
Minority and women’s business enterprises are solicited to bid on this contract as prime contractors, and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material, and/or supply needs.
Any contract awarded under this invitation for bids is expected to be funded in whole or in part by the American Recue Plan Act (ARPA), Federal award number 172-2-SW-5.6 awarded to the City of Oxford by the U.S. Department of the Treasury.
