The purpose of this Request is to solicit sealed, separate Bid Proposals to provide the below listed services and/or miscellaneous materials to the City of Holly Springs, Mississippi. Proposers who are selected, and awarded a contract, will provide services and/or materials to carry out City maintenance, repair, and construction activities, required at times, in which, there is insufficient time for the City to acquire appropriate quotes, or bids, as required by MS law:
1. Landscaping (Mowing Services)
2. Roadway & Pothole Paving
3. Asphalt Surface Treatments, Microsurfacing, & Milling
4. Concrete Construction
5. Hauling of Clay Gravel & Limestone
6. Hauling and Disposal of Bulky & Rubbish Waste
7. Equipment Services
8. Utility Poles, Wiring, Transformers, & Lights
9. Supply of Materials & Misc. Construction Services including:
Clay Gravel, Crush Stone, Corrugated Metal Pipe, Concrete Pipe, Petroleum Products, Polyethylene Pipe, Hot Bituminous Asphalt, Hydrated Lime, Painting Services, Roofing Services, Quick Set Flowable Fill, Minor Structures Concrete (3,500 psi), etc…
The Mayor and Board of Aldermen of City of Holly Springs will consider Bid Proposals, for the above mentioned services and/or materials, and the award, if made, will be at the lowest and best value to the government and City of Holly Springs residents. The term for City Service contracts will be January 1, 2024 through December 31, 2024. All Proposals shall be completed on the provided Bid Form(s), and submitted in a sealed envelope, bearing on the outside the name and address of the Proposer. Proposals shall be submitted to the Office of City Clerk, at the below designated address, by no later than 3:00 PM on December 5, 2023, and publicly read aloud, in the City Hall Boardroom, shortly thereafter.

Any questions regarding the Bid Proposal Form(s) and/or Contract Documents, outlining the Terms & Conditions, shall be submitted in writing via email to Kevin W. McLeod at eb@elliottbritt.com. The deadline for submitting inquiries is November 28, 2023, at 5:00 PM. Any questions submitted after the established deadline will not receive a response. All Proposals must be completed and submitted in accordance with the “INSTRUCTIONS TO BIDDERS”, included in the Bid Packet. The City of Holly Springs reserves the right to reject any and all Proposals, and to make an award in any manner, consistent with Mississippi Law, deemed to be in the best interest of the City.
